An adult ordinarily has three years from the date of the accident to issue proceedings. There are different time limits if the accident happens abroad or on a ship or plane.
A child has three years from the date of their eighteenth birthday to issue proceedings, again different if the accident happened abroad or on a plane or ship.
If an adult does not have full mental capacity then the time limit only starts to run if and when they attain mental capacity.
The exceptions to the above rules is where the date of knowledge of the accident/assault is not the same as the date of the injury itself.
